Open Access is the free, immediate, online availability of research articles combined with the rights to use these articles fully in the digital environment. https://sparcopen.org/ . There is a difference between open access and free access (or freely available online, etc).
A story via tweets about Emily & her decision to place her pre-print in the pre-print server psyarxiv while waiting to hear back from publishers. The story goes from March 2017 to October 2018. Not only does her paper gets published (after some time) but she was presented with numerous job, research, and speaking opportunities because her research was open to all.
A CC license tells a user exactly how they can use your work. Think of it like the copyright symbol but a user wouldn't need to contact you in order to find out what uses are permissible with your work.
